wat makes an ant an ant and not elephant in size?

Hi all,
Today when I was having a walk in nearby park . I could see lot of ants with lot of sizes. We can say all of same species but different age but those size was approximately maintaining within the same age. This made me wonder. We all know genes control cell growth and lot of proteins  concentration gradient control within the growth . I am wondering what makes the genes to turn on and off ?
